National Cadet Corps Bill must be based on the principle of inclusion: Law Minister

A report of the study sub-committee on the bill to amend and integrate laws related to the National Cadet Corps was discussed at the meeting of the State Affairs and Good Governance Committee.
During the discussion, Minister for Law, Justice and Parliamentary Affairs Sobita Gautam said that there was an open and extensive discussion on the bill in the committee. She stated that the committee members played an important role in making the bill more refined.
Minister Gautam said that there will be a detailed discussion on each section of the bill in the committee rather than in the full meeting of the parliament, and there will be an opportunity to correct any errors found. According to her, the sub-committee formed to study the National Cadet Corps Bill also conducted a detailed study of the subject matter.
She said, ‘There has been an open and extensive discussion on the bill in the committee. The committee members have played an important role in making the bill more refined. In the committee, rather than in the full meeting of the parliament, there is an opportunity for detailed discussion on each section and to correct any errors found. The sub-committee formed to study the National Cadet Corps Bill has also conducted a detailed study of the subject matter.’
She also clarified the provision in the bill to replace the phrase ‘on the basis of criteria’ with ‘on the basis of inclusive principles in accordance with the criteria’.
She stated that since physical and other technical qualifications are required to participate in the training, ‘criteria’ should be understood as a technical aspect. Her view was that after the criteria are met, the principle of inclusion will be considered as the basis for selecting participants.

‘It has been said that once the criteria are met, the principle of inclusion should be adopted as the basis. Therefore, inclusivity has not been missed,’ Minister Gautam said.
She stated that since fulfilling the necessary qualifications for the National Cadet Corps training is related to an individual’s ability, technical criteria and inclusivity should be understood separately.
Minister Gautam informed that there was an open discussion on the matters presented by the sub-committee, and based on that, the proposed arrangements were moved forward.
She stated that the matters included in the sub-committee’s report were accepted according to the responsibilities assigned to her on behalf of the Prime Minister, and that a positive opinion was also received from the Ministry of Defense.
Minister Gautam mentioned that the State Affairs and Good Governance Committee is working effectively on the bill and expressed her gratitude for the participation of the committee’s chairperson and members.
She informed that the process of submitting the sub-committee’s report, along with reports on related subjects, to the full meeting of the House of Representatives is moving forward.
