Salaries to be recovered from office and accounts chiefs if transferred employees are not given release orders

The Ministry of Land Management, Cooperatives, Federal Affairs, and General Administration has requested all ministries, commissions, secretariats, the offices of the Chief Ministers and Cabinets of all seven provinces, and local levels to compulsorily issue release orders to transferred civil servants within the specified period.

The Ministry has made this request to all concerned bodies after observing a trend of keeping transferred employees in their previous offices under various pretexts and making them work, and paying salaries and allowances from the old office even after transfer without issuing release orders.

Issuing a letter today, the Ministry stated that according to the Civil Service Regulations, if a transferred employee is not given a release order within the specified period and salaries/allowances are paid from the previous office, there is a provision for recovering such salaries/allowances for the period exceeding the deadline for issuing the release order from the concerned office chief and the accounts chief responsible for payment.

According to the Ministry, recently it has been found that transferred employees are not being given release orders even after the expiry of the joining deadline specified in the regulations, are being kept in their previous offices under various pretexts and made to work, and salaries/allowances are being paid from the former office even after transfer. The Ministry states that this has led to a shortage of manpower in local levels and created serious problems in service delivery.

The Ministry has informed concerned bodies to compulsorily issue release orders to transferred civil servants within the period specified by law, and otherwise, action will be taken according to law.

If it is found that salaries and allowances have been paid to transferred employees without a release order, the Office of the Auditor General has been requested to treat this as an outstanding balance (irregularity) during auditing and assist in implementing the decision. The Office of the Comptroller General has also been requested to circulate this to all subordinate Treasury and Accounts Comptroller Offices to assist in implementing the decision.

To end the situation where transfer decisions were made by the Ministry but not implemented in the past, this step taken by the Ministry is expected to bring administrative stability and effectiveness in the implementation of transfer decisions.
