Minister Pun Suggests Prioritizing Inclusive Appointments at National Forensic Science Laboratory

At the meeting of the Education, Health and Information Technology Committee, the National Forensic Science Laboratory (Establishment and Operation) Bill, 2081, has been discussed.

During the discussion, Minister of Science, Technology and Innovation, Mahabir Pun, stated that inclusive principles should be prioritized when appointing staff to the National Forensic Science Laboratory.

He said that while it would be appropriate to include provisions for inclusive appointments in the bill, there is a challenge regarding how effectively this would be implemented in practice.

‘It would be good if we could include the principle of prioritizing inclusiveness when appointing staff. However, looking anywhere in the ministry now, inclusiveness is not visible. Therefore, there is also a question of whether this is practically possible,’ Minister Pun said.

He expressed the view that the provision for inclusiveness should be included in the bill with an eye to the future. Stating that since it is a bill originating from the National Assembly, provisions for inclusiveness must be included, he expressed confidence that its implementation would gradually proceed.

Minister Pun also stated that clarity is needed regarding the human resources required for the operation of the National Forensic Science Laboratory. He said that while administrative and cleaning staff would be necessary for laboratory operations, a large number of other personnel would not be required.

‘When operating the National Forensic Science Laboratory, primarily staff related to laboratory operations, administrative staff, and cleaning staff are required. Beyond that, a large number of personnel may not be needed,’ he said.

While human resources may be needed for tasks such as laboratory construction or voluntary labor, Minister Pun’s view was that the necessary work management for laboratory operation could be handled by the existing staff.
