A cabinet meeting held on Thursday has decided to observe Bhadra 23 as ‘Gen-Z Martyr’s Day’ and declared a public holiday on that day. The government has also decided to observe national mourning in honor of those who lost their lives in the floods.
Government Spokesperson Sasmit Pokharel informed that a national mourning will be observed on Monday, which is the 13th day of the memorial of those who lost their lives in the Rasuwa floods, along with the declaration of national mourning. On that day, the national flag will be flown at half-mast in government offices across the country and in Nepali missions abroad.
These are the decisions of the Cabinet Meeting
1. To accept a grant assistance of 5 million US dollars from the Asian Development Bank for the protection of lives of people affected by the Bhote Koshi flood and for immediate emergency rescue and relief operations.
2. To provide relief, tax and duty concessions, and other facilities and benefits under the integrated business rehabilitation plan to immediately restart affected individuals, industries, trade, and businesses impacted by the Bhote Koshi River flood in Rasuwa.

3. To approve the import of a total of 25,000 metric tons of sugar through Salt Trading Corporation Limited and Food Management and Trading Company Limited with a 1 percent customs duty.
4. To provide risk allowance, snack expenses, free medical treatment for the injured, and relief of 1 million per deceased to the families of security personnel and national service employees deployed in search and rescue operations after the Bhote Koshi River flood in Rasuwa.
5. To declare a public holiday across the State of Nepal on Bhadra 23, 2083 BS, on the occasion of Gen-Z Martyr’s Day.
6. To observe national mourning on Monday, Bhadra 22, which is the 13th day of the memorial of individuals who perished due to the unforeseen massive flood in the Bhote Koshi River on the Nepal-China border in Rasuwa on Bhadra 10, 2083 BS. On that day, the Nepali flag will be flown at half-mast in government offices across Nepal and in Nepali embassies and missions abroad.
7. To promote Mr. Narayan Prasad Bhatt to the Gazetted Special Class Secretary position in the Nepal Administration Service Grouping and appoint him to the Chief Secretary position of the Office of the Chief Minister and Council of Ministers, Koshi Province.
